formation in 1873. Originally formed to patrol the Prairie regions and establish relationships with the First Nations in that area, the Force has grown into an national organization with international
relationships. Structurally, the organization is based under the Commissioner in Ottawa at its Headquarters but through the recent development of four regions, the administrative duties have been delegated on a
regional basis. In addition to the core administrative structure, the RCMP members are encouraged to continue their education in the understanding of multicultural communities within Canada and on an international
basis. The members do this in many different ways such as certification through their online university; organization of cultural awareness sessions within their communities; becoming involved with many volunteer organizations
such as the Musical Ride; and, participating in international policing efforts. The Royal Canadian Mounted Police (RCMP) has its organization based on the
authority of the RCMP Act which reveals that the organization is headed by a Commissioner who is under direction of the Solicitor General of Canada and has control and management
of the force and all organizational and administrative details within the Force (RCMP, Organization, 2002). The Canadian Parliament sets the laws for the country of Canada and the RCMP are
responsible for the administration and enforcement of these laws. In turn, the provincial governments are also allocated the enforcement of the Criminal Code. In addition, the RCMP also provides policing
services for the provinces except Ontario and Quebec who have provincial police forces, and the territories under separate municipal policies with 199 communities and regions (RCMP, Organization, 2002). In 1996,
the RCMP began a system of regional management under the direction of deputy commissioners in the four regions delegated as Pacific, Northwest, Central and Atlantic. Under the direction of the
