to taxation is well known, people want the services and facilities that are provided by public funding, they also want the administration and the accountability for that spending. In theory
many people will also support the idea of taxation in order to pay for those services. However, the most difficult aspect of this is when it comes to paying the
tax. For example, if we look at Florida and the controversial issue a personal income tax. This was defeated in 1991 and in recent polls it has been suggested there
is a wide support for the tax, but only on those earning over $100,000 a year (Lundine, 1997). When we further consider that only 10% of citizens earn over this
amount, and the majority of support comes from those who earn under $50,00 per annum, then we can see the problem is one of thinking others should pay
the tax (Lundine, 1997). There is also support coming form an interesting source; that of businesses in the area. It is argued by those that support the personal income tax,
regardless of those that will be taxed, that businesses have supported the state for long enough, and that as the income from tax at local level is originating from them
they argue that they are being treated unfairly, forced to support the community in a disproportionate manner. It is also argued that this places a fincial strain on businesses,
finding the additional 5.5% income tax to pay to the state can be seen as quiet a chunk of their revenue of a company (Lundine, 1997). The problem as
