in the minority communities in Any County, Any State. Addresses the action by the regions congresswoman. Also discussed are the innovative new ways to educate as well as
the cutting edge effective outreach for education/testing particularly in the black community. Variables show the rates of infection are higher in the black community; the supporting research will help
to show why this is so. HISTORICAL PERSPECTIVE The Any County area in which the student is interested is technically the zip code area in which the congresswoman oversees.
Over time, this area has had four separate areas "for planning for HIV/AIDS services" (AIDS Summit, 2002, PG). This was later pared down to just one organization that
handles all aspects of the community, and the goals of the Any County HIV/AIDS Partnership. PRIOR RESEARCH Prior research conducted on the HIV/AIDS cases by ethnic population includes numbers
put together for the 1997 AIDS summit. The following figures were a result of this research: * Blacks have accounted for 49% of Any Countys cumulative AIDS cases, although
they comprise about 21% of the countys population. Most of these people are African American. * The proportion of county AIDS cases among Blacks has been increasing.
